CSI East Bay-Oakland, in partnership with The American Society of Civil Engineers Golden Gate and San Jose, and Woman’s Transportation Seminar San Francisco Bay Area, presents a virtual program on the impact of COVID-19 on the Metropolitan Transportation Commission’s tolling program.

Presentation:

The presentation will focus on the impacts of the pandemic on the region’s tolling programs, both regional toll bridges and express lanes. We will discuss steps taken to respond to the impacts both in the very near-term, such as the accelerated transition to all electronic tolling, and over the mid- to long-term, such as multi-year asset management programs.

 

Speakers:

Andrew B. Fremier, Deputy Executive Director, Operations

 

Andrew Fremier is the Deputy Executive Director of the Bay Area Toll Authority (BATA) and Deputy Executive Director, Operations, of BATA sister agency, the Metropolitan Transportation Commission (MTC). In his MTC role, he oversees the Design and Project Delivery, Electronic Payments, and Field Operations and Asset Management sections. Prior to joining BATA, Fremier served as the Chief Deputy District Director for the California Department of Transportation (Caltrans), District 4. A licensed civil engineer, Mr. Fremier held a variety of positions during his 20 years at Caltrans, including leading the Toll Bridge and Highway construction program. He holds a Bachelor’s degree in civil engineering from California Polytechnic State University, San Luis Obispo.

 

Lisa A. Klein, Director, Field Operations and Asset Management, Metropolitan Transportation Commission

Lisa Klein serves as Director of Field Operations and Asset Management at the Metropolitan Transportation Commission. Programs under her direction include the Bay Area Toll Authority’s Toll Bridge Rehabilitation and Asset Management Program, delivery and operation of MTC’s Express Lane Network and the Freeway Service Patrol. In her more than 20 years in the field, Lisa has worked on topics as varied as the regional long range plan, performance assessment, and maintenance and operation of traffic management systems.
