Please join American Society of Civil Engineers Golden Gate Branch for a Zoom Session on the BART Rebuilding Program
BART has been rebuilding its aging infrastructure in the past few years and is about 1/3 into its $3.5B Measure RR program. One segment of the presentation will highlight the tunnels & structures, and mech & power programs, and its design and construction challenges.

BART is also working through the Link21 program to transform the passenger rail network serving the 21-county Northern California Megaregion. The goal is to provide a faster, safer, more efficient, equitable, and affordable travel for everyone. Second segment of presentation will provide an overview of the building blocks for developing Link21 concepts and how the Link21 team will proceed with that work.

Speakers:

Phoebe Cheng, PE – Group Manager of Civil, Structural and Track Engineering, & Construction Engineering, BART
Phoebe Cheng plans, directs, manages, and oversees the design and construction activities and operations within the BART Maintenance and Engineering Department, with over 100+ different projects at various stages of design and construction among civil, structural, track, mechanical, electrical and traction power programs.

Javed Khan – Group Manager of Mechanical and Power Engineering, BART
Javed Khan has 23 years of engineering and construction experience. He joined BART in 2016 as a project manager and has held various positions delivering electrical engineering projects and programs.

Sadie Graham – Director of Link21 Program, BART
Under Sadie Graham’s direction, the team uses a Business Case Framework to guide the investment decisions for Link21. Prior to this role, Ms. Graham served as a project manager for BART’s Planning and Development Department and was responsible for developing, managing, and administering the planning and design phase for Capital Projects.

Duncan Watry – Manager of Planning, Link21 Program, BART
Duncan Watry has over 40 years of experience in planning and operations in the transit industry. He has been at BART for 12 years, and currently manages the Planning & Engineering team for the Link21 Program.

Nicole Y. Franklin – Public Engagement Manager, Link21 Program, BART
Nicole Franklin is a public engagement and land use professional with over 20 years of experience working on private development and public infrastructure projects. She currently serves as Public Engagement Manager, directing the Engagement and Outreach initiatives for the Link21 Program.
